The cost of the Straight, Curved, Closed is low to make sure for each turn a player can get at least a pipe to extend his pipe system or change direction if his opponent placing an obstacle on the way of the pipe progression.
Three Way Pipe and Reservoir are higher cost because it affects the water flow rate of the pipe system. Therefore, player needs to save money to purchase one. The pipe system can be built on basic pipe elements which are straight and curved pipe (sometimes closed and flexi pipes). Assuming that for every 2 straight pipes a curved pipe is built, a player will spend on average 12 credit units per turn. This mean on average every 3.5 turns, player can purchase a three way pipe or a Reservoir.
For the second player, he needs about 3 turns for each obstacle placement and 5.5 turns for damaging his opponent pipe system. The idea is to limit the number of obstacles or damage abusive on our game. Players need to save up the money to do some high level commands.
Once the pipe is damaged, it will be leaked. The damage will leak water at faster rate if the longer the pipe is not fixed. This incremental rate is still being considered. So the sooner the player fixes the pipe, the better it is. The cost of fixing should be smaller than the cost of damaging otherwise, the one who makes the damage first will abuse the other player. Because if the cost are the same, once a player has enough money to fix the damage pipe and his opponent will have enough money to do another damage.
